Maryland General Assembly Passes Key Justice Reform Bills

Maryland Flag

The 2025 Maryland General Assembly session has concluded with the passage of significant justice reform legislation championed by Attorney General Anthony G. Brown and Public Defender Natasha M. Dartigue. These new laws are based on recommendations from the Maryland Equitable Justice Collaborative (MEJC), which was established in October 2023 to address racial disparities in mass incarceration.

Attorney General Brown emphasized that the new legislation marks a substantial step toward correcting injustices prevalent within Maryland’s criminal legal system, particularly those affecting Black youth and the incarcerated elderly or seriously ill. “These reforms offer hope and signify the beginning of continued efforts towards a truly equitable justice system,” stated Brown.

Public Defender Dartigue highlighted the human impact of the reforms, noting their potential to transform lives and address the root causes of racial injustice in the penal system. “These laws represent initial steps toward correcting deep-seated disparities and promise meaningful change for many Marylanders,” Dartigue said.

Key legislation passed includes:

  • Geriatric and Medical Parole Reform (HB1123 and SB0181): Expands eligibility for early release for aging and seriously ill inmates, aligning with MEJC Recommendation No. 9.
  • Second Look Act (HB853): Allows courts to reevaluate lengthy sentences for crimes committed by individuals aged 18 to 25, in line with MEJC Recommendation No. 13.
  • Restorative Practices in Public Schools (SB0068 / HB0197): Introduces a shift from punitive measures to restorative approaches in handling school discipline, corresponding with MEJC Recommendation No. 15.

Both Brown and Dartigue thanked the MEJC workgroup chairs, members, and partners for their dedication and pivotal role in advancing these legislative reforms.
