Longtime health care executive Pat O’Donnell has announced his plans to retire at the end of June 2020. O’Donnell is executive vice president for WellSpan Health and president of WellSpan Summit Health.
O’Donnell has served the local health system since 1985. His roles included Controller of Chambersburg Hospital, Chief Financial Officer for Summit Health, and Senior Vice President and Chief Operating Officer for Summit Health. He became President and CEO of Summit Health in July 2013.
“As you can imagine, my decision comes with an absolute mix of emotion. Serving this organization for the past 34 years has been my greatest honor and privilege, and yet I am excited to move into the next phase of life with my family,” he said. “This is the right time.”
O’Donnell led the charge to develop a culture based on respect and encouraged the adoption of Lean Methodology. Under his leadership, the health system experienced improvements in quality and safety. National recognition includes Leapfrog A and CMS Five Star ratings, as well as Healthgrades America’s Best Hospitals Award and multiple accolades from the American Heart Association.
O’Donnell led the health system’s growth and expanded specialty services in Chambersburg, Waynesboro, Greencastle, and Carlisle. He oversaw Summit’s formal affiliation with WellSpan Health on Nov. 1, 2018.
The Merger with WellSpan
In January 2019, WellSpan Health welcomed Roxanna Gapstur, Ph.D., R.N., as its new president and CEO. She and O’Donnell worked to align the two health systems and transition to a regional model of care and leadership.
“When we announced our intention to affiliate with WellSpan Health nearly two years ago, I knew I was approaching retirement,” O’Donnell said. “This is a time of important transformation for us. Our extended leadership team is amazing; we have an innovative approach and strong core values, and our 2025 strategic plan is top-notch.”

O’Donnell will continue to lead WellSpan Health’s operations in Franklin and Cumberland counties until his retirement.
