PennDOT Seeks Public Input for Rolling Road Culvert Replacement Project

Road work

The Pennsylvania Department of Transportation (PennDOT) is inviting public input for a planned culvert replacement project on Route 3028 (Rolling Road) in St. Thomas Township, Franklin County. The project site is located approximately 2.5 miles southeast of St. Thomas and involves replacing the existing culvert over a Tributary to Back Creek.

The project will replace the current corrugated metal pipe-arch culvert with a precast concrete box culvert. Planned work includes minor roadway reconstruction, installation of new guide rails, updated pavement markings, and signage. A temporary stream diversion will be required during construction. The finished roadway will maintain its current dimensions, with 10-foot lanes and newly paved 3-foot shoulders.

Construction is scheduled for the 2027 season. The culvert will be closed to all traffic for approximately six months. A 3.25-mile detour will be in place, using Rolling Road, Shields Road, Snider Road, and a portion of Route 3012 (Jack Road).

An online public plan display is available through the PennDOT District 8 website. The public comment period runs from July 7 through August 8, 2025. The display provides access to project details, bridge plans, and an interactive comment form. The public is also invited to comment on potential impacts to cultural resources, in accordance with Section 106 of the National Historic Preservation Act.

Translation services, alternative formats, and individual accommodations are available upon request. For assistance, contact Robert Nuss, Consultant Project Manager, at (717) 516-7597 or c-ronuss@pa.gov.
