Pennsylvania DGS Secretary Reggie McNeil to Step Down

pa flag

Pennsylvania Department of General Services Secretary Reggie McNeil will step down from his position effective Friday, July 31.

Gov. Josh Shapiro nominated McNeil to lead the department in February 2023. He was unanimously confirmed by the Pennsylvania Senate in June 2023 and became the first African American to hold the cabinet position.

As secretary, McNeil oversaw state procurement, non-highway capital projects, the commonwealth’s real estate portfolio, contracting opportunities for small and diverse businesses, energy conservation efforts and the maintenance of state-owned buildings.

The Shapiro administration said the department reduced the state’s reliance on leased properties, completed an accessibility study of the Capitol Complex and expanded opportunities for small businesses to work with state government during McNeil’s tenure.

Before joining the administration, McNeil served as chief operating officer of the School District of Philadelphia. He also served in the U.S. Navy for 22 years.

DGS Executive Deputy Secretary Sandra Aguilera will become acting secretary on Aug. 1, 2026.

Aguilera previously served as policy director at DGS, where she led policy development related to procurement and facilities management. She also served as deputy director of civic engagement for the Pennsylvania Department of State’s Bureau of Elections and worked for former U.S. Sen. Bob Casey on outreach efforts in south-central Pennsylvania.
