Pennsylvania Treasury Adds Budget Waivers to OpenBookPA

pa flag

Pennsylvania Treasurer Stacy Garrity announced that state funding budget waivers are now available through the Treasury Department’s OpenBookPA transparency website.

The newly available records include approximately 100 letters and related memos from fiscal year 2025-26.

State appropriations generally cover one fiscal year, which runs from July 1 through June 30. Under Act 146 of 1980, the state budget secretary may allow agencies to use unspent money for government operations and programs after the June 30 expiration date.

OpenBookPA users can review letters sent by the budget secretary to majority and minority leaders of the House and Senate appropriations committees. The letters document agency requests to prevent funds from expiring. Approval memos issued to agencies 10 days after the initial requests are also available.

The website also includes the annual Payment Production and Improper Payments Report, Live Ledger 5 data, information about Treasury consumer programs, federal funding details, vendor payments and state contracts, purchase orders and amendments valued at $5,000 or more.

The information is available at patreasury.gov/OpenBookPA.
