FRANKLIN COUNTY (Aug. 29, 2019) — Local police have been busy this month, investigating a number of crimes. Police blotters include incidents in which a local resident tried to pass herself off as a police officer, several assaults and retail thefts and numerous summary offenses.
IMPERSONATING A PUBLIC SERVANT: On August 28, 2019, at approximately 10:23 a.m., the Chambersburg Police Department responded to a report of a suspicious person posing as a police officer.
Upon further investigation, it was found that a female, later identified as Debra Williams, pulled in front of another vehicle with her hazard lights flashing. She then exited her red Range Rover while waving a metallic badge, similar to that of a police officer.
Williams told the motorist they were under arrest for running a stop sign. When the person asked for further proof of her being a police officer, Williams left the scene.
An arrest warrant was obtained and Williams was taken into custody at approximately 3:15 p.m.
SIMPLE ASSAULT: On August 28, 2019 at 4:42 PM the Chambersburg Police were dispatched to 503 Philadelphia Avenue for a fight, in which one actor was with a knife.
Upon arrival the investigation revealed that Paul Speirs confronted the victim and told the victim he was going to kill him. During the threat Speirs extended a knife towards the victim in a threatening manner. Speirs was found to be under the influence of alcohol during this incident.
He was taken into custody and charged with Simple Assault, Terroristic Threats and Public Drunkenness.
THEFT: On 8/15/19, CPD took a report of a theft from a motor vehicle. The victim reported that several documents were stolen out of a vehicle that was parked in the area of 100 West Catherine Street. The victim believes that the theft occurred between the hours of 1400-1420 on 8/14/19.
RETAIL THEFT: On 08/27/19 Zachary Andrew Orris was arrested for Retail Theft at Sheetz 1 Monticello Courtt for removing merchandise from the store without paying for it.
RETAIL THEFT: On 08/27/19 Isaiah Lee Newhouse was arrested for Retail Theft at Sheetz 1 Monticello Court for removing merchandise without paying for it.
ASSAULT: On August 25th 2019 at 7:54 PM, Chambersburg Police responded to the 500 block of South 2nd Street for an assault. A victim reported that Transito Hernandez-Hernandez applied pressure to her throat causing her to briefly lose consciousness.
Hernandez-Hernandez was arrested at the scene, and transported to Franklin County Jail for arraignment.
AGGRAVATED ASSAULT: Nicholas W. Rowe, Waynesboro, has been charged with one count each of aggravated assault, escape, simple assault, resisting arrest, disorderly conduct, public drunkenness and driving under the influence of alcohol and/or a controlled substance after police received a report of an intoxicated subject at a business on South Potomac Street on August 14 at 4:28 p.m.
UNLAWFUL TAKING: Shawn A. Nolan, Waynesboro, has been charged with theft by unlawful taking after an item was reported stolen from a residence on South Church Street on June 28 at 6:39 p.m.
A 17-year-old male has been cited for retail theft after several items were taken from a business on South Potomac Street on August 3 at 9:39 p.m.
A 15-year-old female was cited for the borough’s curfew ordinance after police made contact with her on August 7 at 11:35 p.m. on West Ninth Street.
Andrew E. Reed, Waynesboro, has been cited for public drunkenness after police made contact with him on South Potomac Street on August 9 at 10:40 p.m.
Charles E. Smith, Sr., Williamsport, Maryland, has been cited for harassment after a minor physical altercation occurred on August 10 at 10:56 p.m. on West Second Street.
Nicholas W. Rowe, Waynesboro, has been cited for criminal trespass after police received a report of an unwanted subject on August 12 at 7:46 p.m. on Hamilton Avenue.
An 11-year-old male has been cited for harassment after a minor physical altercation occurred on August 13 at 10:12 p.m. on Pratt Court.
William F. Menegus, Waynesboro, has been cited for criminal trespass after a violation occurred on August 15 at 10:38 a.m. on Foulger Street.
A 16-year-old female has been cited for the borough’s curfew ordinance after contact was made with her on Locust Street on August 15 at 11:21 p.m.
Shawn R. Funt, Waynesboro, has been cited for public drunkenness after police received a report of an intoxicated subject August 17 at 1:11 a.m. on West Main Street.
David C. McCann, Waynesboro, has been cited for disorderly conduct after a domestic occurred on August 18 at 9:39 p.m. on South Potomac Street. Source: Waynesboro Police Department
