FRANKLIN COUNTY (AUG. 23, 2019) — A Chambersburg man is in Cumberland County Prison today on kidnapping charges.
Kelvin Mojica-Reyes, 25, was arrested last night by Pennsylvania State Police troopers from the Chambersburg barracks after an Amber Alert was issued in Shippensburg.
Mojica-Reyes is accused of kidnapping a Shippensburg woman and her child from an apartment Thursday afternoon after he was served with a protection from abuse order.
Shippensburg police answered a call to an apartment on North Fayette Street just before 5 p.m. Thursday for a domestic violence report in which a man was reportedly beating a woman.
When they arrived, a witness said the man, identified as Mojica-Reyes, had forced the woman and her 7-year-old child into a vehicle and fled.
Officers soon identified the subjects involved and learned Mojica-Reyes had been served with a Protection From Abuse Order (PFA) on Wednesday in Franklin County.
The PFA was issued through Franklin County and protected the adult female and child. The order prohibited Mojica-Reyes from having contact with either victim.
Mojica-Reyes arraigned on the following charges:

- F1 Burglary – Overnight Accommodations; Person Present
- F2 Unlawful Restraint of Minor/Parent – Involuntary Servitude
- F2 False Imprisonment of Minor/Parent
- F3 Crim Tres-Enter Structure
- M1 Unlawful Restraint/ Involuntary Servitude M2 False Imprisonment
- M1 Simple Assault
- M2 Simple Assault
Mojica-Reyes was arraigned before Magisterial District Judge H. Anthony Adams early this morning. His preliminary hearing is set for 1:30 p.m. Monday before Magisterial District Judge Charles A. Clement Jr.
He is being held in Cumberland County Prison without bail pending that hearing.
The Shippensburg Police Department issued a statement today thanking “all the agencies who assisted or offered their assistance” with the investigation, and to the public for providing tips.
