Town Council will review and discuss the draft comprehensive plan, Chambersburg Vision 2035 on Monday, June 27, 2022. The meeting will be held at 7:00 p.m. in Council Chambers in the Utility Departments Addition to Borough Hall, 100 South Second Street, which can be accessed from the entrance off the parking lot to the rear of the building. The entrance is next to the flagpoles.
Viewing the draft or participating
The draft plan is available online at www.chambersburgpa.gov. Click on the Chambersburg Vision 2035 logo. The draft plan was recommended to Town Council by the Borough Planning and Zoning Commission on June 7, 2022.
The public is encouraged to participate in this important Town Council meeting, either in-person or virtually. Please plan to attend in person if you would like to provide comments during the meeting.
The Zoom link below can be used to attend virtually, however, it will be limited to broadcast only. Based on Borough policy, there will be no opportunity to use Zoom to provide comments, chat or interactive dialogue during the meeting.
Written comments will be accepted before the meeting and read by Borough staff during the meeting.

In 2021, planning consultant Michael Baker International guided Borough representatives, a committee of 16 citizens appointed by Town Council and the public through a 12-month process to prepare a new comprehensive plan, Chambersburg Vision 2035. A comprehensive plan, also known as a general plan, master plan or land use plan, is a Council-approved strategic planning document designed to guide the future actions of our local municipality. The comprehensive plan also presents a vision for the future, with long-range goals and objectives for various activities that affect local government. Municipalities update their plans from time to time, with the Borough last adopting a comprehensive plan in 2008.
After conducting public meetings to review and discuss the draft plan in April, May and June 2022, the Borough Planning and Zoning Commission recommended the draft plan to Town Council.
The next step is to present the draft plan, as recommended by the Planning and Zoning Commission, to Town Council. That will occur on Monday, June 27, 2022, when Troy Truax from Michael Baker International will attend the Council meeting to present the draft plan as recommended by the Commission. Mr. Truax will provide a presentation to describe the planning process and the contents of the draft plan, followed by time for members of the Council and the public to ask questions and provide comments about the draft plan.
Town Council will be asked whether the draft plan, as recommended by the Planning and Zoning Commission, is suitable or if it should be changed in some way as decided by Council. Council will also be asked whether a Public Hearing should be scheduled at a future date and time, after which they could consider granting final approval for the plan. If Council decides to proceed with the review period, and final plan approval consideration, staff will ask for permission to schedule and advertise a Public Hearing.
The Town Council meeting on Monday, June 27, 2022 will be followed by a 45-day public review and comment period, at which time the Chambersburg Area School District, Franklin County and the municipalities surrounding the Borough, Greene, Guilford and Hamilton Townships, will be provided with a copy of the draft plan. Also, during that period, anyone unable to attend the Council meeting can provide comments in writing or via email.
